Purpose
To ensure a high level of protection for human and animal health and the environment, and to harmonize the rules on placing plant protection products on the market, improving agricultural production.
Scope
Covers plant protection products, active substances, safeners, synergists, co-formulants, and adjuvants used in agriculture within the EEA.
Key requirements
Active substances must be approved based on safety criteria; plant protection products must be authorized by member states, ensuring effectiveness and minimal health/environmental risks.
Penalties
Member States must establish penalties for non-compliance; these should be effective, proportionate, and dissuasive.
EXEMPTIONS
Derogations allowed for substances necessary to control serious plant health dangers, provided they're subject to risk mitigation measures.

Further guidance can be obtained from national competent authorities and the European Food Safety Authority.
