In a landmark move, the European Union has proposed critical amendments to the existing pesticide residues regulations, focusing on the substance thiacloprid. This proposal, if passed, will amend Annex II to Regulation (EC) No 396/2005, significantly impacting the maximum residue levels (MRLs) for thiacloprid in various products.
Thiacloprid, a pesticide previously used in agriculture, has been under scrutiny due to its potential harmful effects. The European Food Safety Authority (EFSA) identified critical concerns regarding thiacloprid's role in groundwater contamination and its classification as toxic for reproduction. Consequently, the EU did not renew its approval, leading to a revocation of authorisations for plant protection products containing thiacloprid.
The proposed regulation aims to lower the MRLs for thiacloprid to the limit of quantification (LOQ), with certain exceptions for import tolerances and Codex MRLs (CXLs) deemed safe by EFSA. This includes specific MRLs for thiacloprid in papayas and tea, based on import tolerances, and in various other products like tree nuts, potatoes, tomatoes, and certain animal products, corresponding to CXLs.
The proposal follows extensive discussions in the Standing Committee on Plants, Animals, Food and Feed throughout 2023. Despite the Committee not reaching a qualified majority, the Commission is moving forward with the draft Regulation, submitting it to the Council and the European Parliament for further action.
This development is a testament to the EU's commitment to high consumer protection standards and harmonised provisions for pesticide residues. It aligns with the general principles of Regulation (EC) No 178/2002, ensuring the safety of food and feed of plant and animal origin within the EU.
